The way legislative reform orders are scrutinised is not fixed. When ministers lay a draft legislative reform order, they propose what level of scrutiny it should face. For the House of Commons to agree to the affirmative procedure a committee can either agree with the Minister's recommendation or the House can resolve against a Committee's decision to upgrade to an affirmative procedure.
